 The British University in Egypt and the United Nations Development Programme (UNDP) in Egypt organize the fifth edition of the global COP Simulation Programme. Today marked the opening of the COP31 Simulation Programme Conference. The programme is organised this year under the auspices of the Ministry of Higher Education and Scientific Research; the Ministry of Foreign Affairs, International Cooperation and Egyptian Expatriates; and the Egyptian Environmental Affairs Agency; and this year in collaboration with its academic partner, Akdeniz University, Antalya, Türkiye.    Now in its fifth consecutive year, the COP Simulation Programme is the first initiative of its kind in Egypt and the largest youth climate diplomacy programme in the MENA region. Since its debut alongside COP27, it has grown into a network of more than 600 fellows, and the University’s student representation on the global COP stage has expanded with each edition, reaching its largest yet at COP30 in Belém.  Built around the University’s student-centred, learning-by-doing philosophy, the programme is designed so that students do the COP rather than simply learn about it. Through a full cycle of real-world climate diplomacy, students conduct research, receive expert mentorship, and negotiate, debate, and act as delegates. In doing so, the programme develops their skills in negotiation and diplomacy while preparing a generation of future leaders capable of shaping sustainable and innovative solutions to climate challenges. It reflects the shared commitment of The British University in Egypt and the United Nations Development Programme (UNDP) in Egypt to empower young people in climate action and environmental policymaking, connecting students across nationalities and institutions and turning research and learning into meaningful global citizenship and societal impact.  “At The British University in Egypt, our strategic vision places students at the centre of everything we do and seeks to prepare graduates who are not only academically accomplished, but also globally minded, socially responsible and equipped to contribute meaningfully to the challenges facing our world. This year’s Programme brings together 150 students from 43 countries and 115 universities to engage directly with the realities of climate negotiations,” said Professor Mohamed Loutfi MBE, President and Vice-Chancellor of The British University in Egypt.   “Our commitment to the United Nations Sustainable Development Goals is integral to that vision, and climate action is one of its defining priorities. The COP Simulation Programme brings these commitments together by giving students the opportunity to engage with climate diplomacy in practice, work across cultures and perspectives, and develop the knowledge, judgement and sense of responsibility required to become effective global citizens and future leaders.”  The COP31 Simulation Conference’s closing ceremony, on 1 October 2026, is expected to be attended by several current and former ministers, alongside representatives of the League of Arab States and multiple embassies and international organisations.  “Addressing climate change requires practical action, informed by science and shaped by the voices of young women and men. This fifth edition of the COP Simulation reflects our strong partnership with the BUE and our confidence in the role young people can play in advancing climate action. By equipping them with diplomatic skills and evidence-based negotiation tools, we are helping them contribute to climate policy and turn ideas into action in their communities,” said Ms. Chitose Noguchi, UNDP Resident Representative in Egypt.  “Following an intensive capacity-building process, students bring their own policy research to the negotiating table, assume the roles of country delegates and climate stakeholders, and work towards a negotiated COP31 Simulation Declaration” commented Dr. Sarah El-Khishin, Associate Pro-Vice Chancellor for Strategy and Data at The British University in Egypt and Founding Director of the COP Simulation Programme.   “With this year’s focus on moving from commitments to implementation, our two research Labs on Climate Finance and Debt and Just Transition also allow students to examine some of the most difficult questions around finance, debt, trade, resilience and climate justice. The aim is for their research and negotiated outcomes to travel beyond the simulation and contribute to the wider climate dialogue at COP31 in Antalya.”  The Conference runs over a six-day period, from 26 September to 1 October, and culminates in a youth-led Declaration to be carried forward to COP31 in Antalya, Türkiye, this November.  “We are proud of this program, which has grown to become a true community for young climate leaders. At the United Nations Development Programme, we view climate action, inclusive growth, and digital transformation as deeply interconnected pathways. This model does not merely focus on training young people; it aims to prepare a new generation of innovators who are capable of designing practical solutions that link climate resilience with economic opportunities, ensuring that no one is left behind in our transition to a green and digital economy,” stated Dr. Abeer Shakweer, Assistant Resident Representative and Inclusive Growth and Digital Transformation Team Leader at the UNDP in Egypt.  About the COP Simulation Programme  The COP Simulation Programme is a youth-led climate diplomacy initiative organised by The British University in Egypt and the United Nations Development Programme in Egypt. Since its debut at COP27, the programme has trained successive cohorts of students in climate literacy, negotiation, and policy research, building a global network of more than 600 fellows. Each year, its delegates produce a youth-led Declaration that is carried to the official Conference of the Parties. The programme is among the clearest expressions of the University’s commitment to student-centred learning and global citizenship in the service of the United Nations Sustainable Development Goals.
